RM2,000 Fine, 12 Hours of Cleaning Work For Littering From 1 Jan

Anyone caught littering in public places will be fined RM2,000 and required to complete 12 hours of public cleaning work when a new anti-littering law comes into force on Thursday, 1 January 2026.

Housing and Local Government Minister Nga Kor Ming said the law marks a final step in strengthening measures to address littering, following repeated reminders to the public.

Law Applies To Locals And Foreigners Alike

The legislation has been passed and applies to all individuals, including foreign nationals, who are found throwing rubbish in public areas.

Enforcement will be carried out by authorised officers under the Housing and Local Government Ministry.

Stricter Action Against Littering In Public Spaces

Nga said the move reflects the government’s commitment to improving conditions in urban areas, particularly in city centres where littering remains an issue.

He reiterated that keeping cities clean is a shared responsibility and not solely the duty of the authorities.

Role of Authorities In Maintaining Cleanliness

The ministry, through the Solid Waste and Public Cleansing Management Corporation and local authorities, will continue to manage public cleaning operations and enforcement nationwide.

These agencies are responsible for ensuring public spaces remain clean, safe, and accessible.

Public Cooperation Remains Key

Nga said littering in city areas remains a concern and continues to affect urban environments despite enforcement actions, adding that such behaviour harms Malaysia’s image, especially as the country prepares to host Visit Malaysia 2026.

He urged the public to respect shared spaces by disposing of waste properly and complying with the law.

Nga said clean cities reflect a responsible society and are essential for long-term urban sustainability. He encouraged continued cooperation to ensure public spaces remain clean and liveable for future generations.
