In a bid to enhance public safety, the Malaysian Fire and Rescue Department (JBPM) is establishing a special task force to conduct thorough inspections of buildings across the country. The initiative aims to assess the effectiveness of safety equipment in these structures during emergency situations. The announcement was made by JBPM Director-General Datuk Nor Hisham Mohammad during an Exclusive Interview segment on Bernama Radio.
The need for these inspections arises from the variance in safety equipment installations in buildings constructed before the implementation of the Uniform Building By-laws 1984. As an example, Nor Hisham cited the Seri Sabah Flats, where the installed dry riser deviated from the specified wet riser requirement. This difference affects the automatic water supply during emergencies, highlighting the necessity for a collective test to evaluate the overall effectiveness of safety measures.
The director-general highlighted a specific incident where a burst pipe prevented water from reaching the 17th floor of a building due to non-compliance with safety standards. To address such issues, the special task force will conduct comprehensive inspections of more than 14,000 premises, including residential and commercial structures, particularly those constructed before 1984.
Buildings failing to meet the prescribed safety criteria may face enforcement measures, compelling them to upgrade existing systems. Nor Hisham emphasized that the safety of fire hydrants and riser areas is crucial, and anyone obstructing or parking in these zones may face penalties.
He underscored the shared responsibility for maintaining and addressing concerns related to damaged fire safety equipment, stating that building owners and management play a pivotal role. While JBPM aims to conduct thorough inspections, he highlighted the importance of self-maintenance by building owners to ensure safety systems remain in optimal condition.
Addressing the challenges of annual inspections, Nor Hisham stressed the significance of regular maintenance to uphold safety standards. He encouraged residents to advocate for proper maintenance practices and revealed that the fire department has received over 100 complaints regarding management negligence.
In essence, the establishment of the special task force reflects a proactive approach by JBPM to ensure the highest level of safety in buildings across Malaysia. By addressing potential safety gaps and enforcing compliance, the initiative aims to create a secure environment for residents and occupants.
