New Sevilla sporting director Victor Orta has returned to Leeds for the Spain international.
However, Rodrigo's wages are out of Sevilla's range.
Talks are continuing, but the move has currently stalled, says The Sun.
Rodrigo has a relegation in his contract which allows him to leave for 3m.
