Southampton have rejected West Ham's opening 25 million offer to sign James Ward-Prowse.
The attacking midfielder is the subject of serious interest from the Hammers, while other Premier League clubs may also be interested.
Per The Sun, an initial bid from the Hammers is not enough to secure the services of Ward-Prowse.
Director of Football Jason Wilcox told a journalist: Have we rejected the bid? Yep.
If we get the right offer we will consider it...we don't have to sell."
West Ham are struggling to sign players this summer, having sold Declan Rice to Arsenal.
Manager David Moyes has seen bids turned down for Scott McTominay, Harry Maguire, Conor Gallagher, and Joao Palhinha.
