Brighton dominated large periods, and had two goals ruled out for handball, with Lewis Dunk drawing them level after Son's opener.
Kaoru Mitoma and Danny Welbeck both had goals denied for apparent handballs ruled by VAR.
VAR intervened again at 1-1 after Mitoma appeared fouled in the Spurs penalty area.
The match became increasingly fractious and both managers - Brighton's Roberto de Zerbi and Spurs interim Christian Stellini - were sent off in the second half after a melee between the two benches.
Spurs are now three points outside the top four, while Brighton drop to eighth.
