MIGRANT Workers Secretary Hans Leo Cacdac said Tuesday that stronger protective measures are needed for Filipino seafarers, if the country seeks to maintain its position in the global maritime industry.
Cacdac said implementation of the Magna Carta of Filipino Seafarers must be backed by effective maritime regulation, ethical recruitment, quality education and training, labor justice, responsive government services, and international cooperation.
“Our aspiration is clear: to strengthen a Philippine maritime system where the seafarer is protected, competent, respected, and prepared for the future,” Cacdac said during the opening of the two-day Philippine Maritime Convention 2026 at the Manila Hotel.
The event, a collaborative project of the Department of Migrant Workers, Maritime Industry Authority, Associated Marine Officers’ and Seamen’s Union of the Philippines, and Joint Manning Group, had the theme “Sailing Forward: The Philippines as the Global Leader in Seafarers’ Welfare, Protection and Maritime Excellence.” Cacdac said that closer cooperation among government, labor, industry, academe, and international partners is imperative to achieve the goal.
He added the Philippines should contribute not only maritime workers but also leadership in shaping the future of global seafaring.
“Let us ensure that whatever direction the maritime industry takes, the Filipino seafarer remains at the center of our journey," Cacdac said.
