Survey names Sandro Marcos top-performing House member

MANILA, Philippines — Ilocos Norte Rep. Sandro Marcos emerged as the top-performing member of the House of Representatives in a survey conducted by RPMD Foundation Inc. based on its "Boses ng Bayan" Index of Governance (IOG), which combines trust and job performance ratings.

Marcos got an IOG score of 89.43 percent, based on an 89.35-percent trust rating and an 89.51-percent performance rating.

He was followed by Isabela Rep. Bojie Dy with an IOG score of 88.99 percent and Navotas Rep. Toby Tiangco with 88.70 percent.

Completing the second group were Ilocos Sur Rep. Kristine Singson (88.31 percent), Quirino Rep. Midy Cua (88.08 percent), Marikina Rep. Miro Quimbo (87.71 percent) and Mandaue Rep. Lolypop Ouano-Dizon (87.34 percent).

They were followed by Iloilo Rep. Jam-Jam Baronda (86.99 percent), Quezon Rep. David Suarez (86.75 percent) and Caloocan Rep. Oca Malapitan (86.47 percent).

Among city mayors, Quezon City Mayor Joy Belmonte ranked first with an IOG score of 88.73 percent, followed by Candon City Mayor Eric Singson with 88.45 percent and Naga City Mayor Leni Robredo with 88.08 percent.

Rounding out the top five were Malabon Mayor Jeannie Sandoval with 88.02 percent and Navotas Mayor John Rey Tiangco with 87.78 percent.

The succeeding group included Valenzuela Mayor Wes Gatchalian (87.15 percent), Caloocan Mayor Along Malapitan (87.01 percent), Mandaue Mayor Jonkie Ouano (86.84 percent), Talisay Mayor Samsam Gullas (86.63 percent), Pasig Mayor Vico Sotto (86.37 percent), Pasay Mayor Emi Calixto-Rubiano (86.34 percent) and Dumaguete Mayor Chiquiting Sagarbarria (86.27 percent).

The survey was conducted from April 1 to 8, 2026, involving 5,000 randomly selected respondents per region. It had a margin of error of ±1 percentage point at the 95-percent confidence level.
