
MANILA, Philippines — Quirino Gov. Dax Cua led a survey conducted by RPMD Foundation Inc. On the performance of governors based on its "Boses ng Bayan" Index of Governance (IOG), which combines trust and job performance ratings.
Cua had an IOG score of 86.51 percent, followed by Camarines Sur Gov. LRay Villafuerte with 86.34 percent and Iloilo Gov. Toto Defensor with 86.20 percent.
They were followed by Zamboanga Sibugay Gov. Ann Hofer (85.39 percent), Ilocos Norte Gov. Cecille Marcos (85.23 percent), Samar Gov. Ann Tan (84.89 percent) and Pampanga Gov. Lilia Pineda (84.41 percent).
Completing the list were Negros Oriental Gov. Chaco Sagarbarria (83.90 percent), South Cotabato Gov. Jun Tamayo (83.56 percent) and Oriental Mindoro Gov. Bonz Dolor (83.42 percent).
The survey was conducted from April 1 to 8, 2026, involving 5,000 randomly selected respondents per region. It had a margin of error of ±1 percentage point at the 95-percent confidence level.
