Rose was spotted at Watford's training ground earlier today.
And it's emerged a bid from Watford has been turned down by Spurs with an hour to go before the transfer deadline falls.
Rose is eager to see the move happen before the window shuts.
The England international had a spell at Watford on-loan earlier in his career.
