Chelsea are willing to sell Kai Havertz to Arsenal this summer.
However, they are insisting Havertz will only move across London for 70m, says the London Evening Standard.
The Gunners deem the valuation too steep, but are happy to meet Havertz's 250,000-a-week contract demands.
Talks between the two clubs are now underway with all parties keen to do business.
Chelsea are in a race to make major sales this month, so they can be included in their financial accounts for 2022-23. The Blues need to raise cash to ease Financial Fair Play concerns for the year.
