As CEO of Sejahtera Leadership Initiative (SLI) & Global Sejahtera, I am delighted to know that trade strategies of the high-visibility Mindanao's Leadership Role serves as the cultural & economic baseline for the Philippine's Halal ecosystem. Its deep cultural history provides structural trust for international partnership. The regional initiatives focus heavily on micro-level development. The Department of Agrarian Reform (DAR) remains highly committed as the central agency driving land equity, rural development, and peace in the Philippine countryside. DAR is the primary agency executing recent historic mandates - such as the New Agrarian Emancipation Act - which condoned billions of pesos in land debts, interest, and penalties of thousands of the Agrarian Reform Beneficiaries (ARBs). By erasing these financial burdens, DAR has successfully turned agrarian reform beneficiaries into full, unencumbered owners of their land, unlocking their economic potential.

I learned this interesting reforms from Amihilda Julsadjiri Sangcopan, fondly known as “Amie”, a prominent public official in the Philippines currently serving as the Undersecretary for the Finance, Management and Administration Office (FMAO), with a concurrent role heading the Office for Mindanao Affairs (OMA) at DAR. Her dual appointment makes her a key figure in managing both the internal financial operations of the department and the deployment of agrarian programs across the conflict-sensitive and agriculturally rich regions of Mindanao. Under her concurrent leadership at the OMA, she oversees the acceleration of land title distribution, support services, and sustainable livelihood programs tailored for Muslims, indigenous & Christian ARBs in southern Philippines.

Undersecretary Amie said, “DAR through strategic hubs like the OMA, is currently executing localized, high-impact initiatives designed to accelerate land distribution, erase generational peasant debt, and modernize agriculture production across Mindanao. In this role, I oversee key initiatives such as the Halal Food Industry Development (HaFID) projects, contributes to the normalization efforts for Bangsamoro, and ensures the continued implementation of agrarian reform laws with the Bangsamoro Autonomous Region i Muslim Mindanao (BARMM). This undertaking underscores our commitment to translating the gains of peace process into tangible opportunities for land tenure security, inclusive development & lasting peace in conflict-affected communities of the region."
