Budget 2027 Malaysia, tabled on 9 October 2026, reaches households in instalments. The Do-Watch-Leave sort puts its ten household lines into three piles: 1) Do: update STR by end-November, keep 2027 relief receipts, time a first-home purchase; 2) Watch: MediAsas premiums, 2027 toll rates, electricity protection after December; 3) Leave: fuel, SST, EPF and school aid.

On the afternoon of Friday 9 October, the Prime Minister stood up to read Budget 2027. You were probably at work.

By dinner, the family group chat had the tax table, “RM16 billion” in bold, and one unanswered question: so, we get or not?

Here’s the answer. Nothing reached your account on 9 October. Nothing was meant to.

The trouble with Budget day isn’t the jargon. It’s that RM459.84 billion is announced in one afternoon and delivered in instalments. Nobody hands you the instalment plan: a deadline in November, most of it from January, some before Raya, the tax cut when you file in 2028.

So here it is. Ten household lines, three piles. Do: it needs you, before a date. Watch: it’s still being decided. Leave: it arrives on its own.

Three need you. Seven can wait.

Do: 3 Budget 2027 changes that need you before a date

STR 2027 and SARA Madani: update your STR before November ends

Cash aid grows from RM15 billion to RM16 billion. STR recipients also get SARA of up to RM150 a month, RM1,800 a year, for essentials at about 15,000 shops; the Budget adds 216 FAMA farmers’ markets and tamu. If you’re 18 or over and not on STR, you get SARA Madani instead: RM100 before Hari Raya Aidilfitri and another RM100 around Merdeka. Three such adults in one house: RM600.

STR 2027 applications and updates opened online on 15 October at bantuantunai.hasil.gov.my. Update by the end of November to be assessed for Phase 1. The window is subject to change, and applications stay open all year. If your household earns RM5,000 a month or less (RM2,500 if you’re single), these are the ten minutes that count. If your parents are on STR, do theirs too. If nothing has changed and you updated in any of the last three rounds, you can skip it. Check HASiL’s STR announcements for full details.

Budget 2027 tax relief: start a receipts folder on 1 January

The automatic individual relief rises from RM9,000 to RM12,000, its first increase since 2010. Two bands drop a point: RM70,001 to RM100,000 goes from 19% to 18%, and RM100,001 to RM150,000 from 25% to 24%. Both apply to income earned from 1 January 2027 and show up when you file in 2028. If you’re salaried, a smaller monthly PCB may show it sooner.

The government puts the gain at up to RM1,600 a year. A middle example: say your chargeable income (what’s left after reliefs) is RM80,000 today. The higher relief cuts it to RM77,000, and at the new 18% rate the tax falls from RM5,600 to RM4,960. That’s RM640 a year, about RM53 a month. Use our free income tax calculator tool for reference.

Real, and small. If there’s a card balance in the house, it’s smaller than the interest: for example, RM10,000 at the 18% maximum costs about RM150 a month.

One more Budget line touches that balance. Banks have started offering basic credit cards capped at 14% a year, and the Ministry of Finance says existing cardholders can transfer eligible balances without fees. If you carry a balance, compare balance transfer credit cards before you move anything.

The free debt consolidation calculator shows what clearing it would save.

The bigger change is quieter. Several reliefs now cover more, with the same caps:

  • postnatal care, up to RM3,000 within the medical relief
  • all care for parents and grandparents, not just medical bills
  • sports shoes, up to RM300
  • your children’s classes in STEM, arts, languages or religion, up to RM2,000 within the education relief
  • AI subscriptions and pet vaccinations, within the lifestyle relief

Each is worth nothing without a receipt dated 2027. Read our guide on personal tax reliefs you can claim in Malaysia.

First-home stamp duty exemption: mind the date on the agreement

Malaysian first-home buyers get a wider stamp duty exemption on sale and purchase agreements signed from 1 January 2027 to 31 December 2030. For a home priced up to RM750,000, the duty on the first RM500,000 goes entirely and on the rest by half, for both the transfer and the loan agreement. Today’s rule stops at RM500,000.

So the date matters if the home costs RM500,001 to RM750,000. On a RM600,000 first home, the transfer duty is about RM12,000. Sign in December 2026 and you pay all of it. Sign in January 2027 and about RM10,500 of it goes (examples; the loan agreement gets a cut too). At RM500,000 or less, relax: you’re covered either way, now until 2030. You can refer to Bernama’s coverage on Budget 2027 Tax Measures for more info.

Self-employed, or no fixed monthly pay slip? Budget 2027 also provides up to RM20 billion in housing loan guarantees through the Housing Credit Guarantee Scheme (SJKP), aimed at about 80,000 first-time buyers.

The duty is paid once. The instalment is paid every month for thirty-odd years, so run the price through the free home loan calculator before you sign anything.

Watch: 3 Budget 2027 lines still being decided

MediAsas: arrives in January, premium not yet confirmed

MediAsas, a basic standalone medical plan with two options, MediAsas Teras and MediAsas Fleksi, launches in January. It covers hospital stays and selected outpatient treatment, such as high-cost cancer drugs. Hospital charges follow set categories by diagnosis, and it renews yearly to age 85 with no investment part. EPF members under 55 can pay the premium from Akaun Sejahtera, their Account 2.

The one number not yet confirmed is the 2027 premium; “from RM65 a month” was reported during the pilot in August. No cover today? January is the month to look. Already have a medical card? Don’t cancel it until you’ve compared the price, the annual limit and the deductible.

Toll rates 2027: the line that wasn’t in the Budget speech

The Budget speech didn’t mention toll rates. This year’s freeze on ten highways, including DUKE, MEX and the Penang second bridge, was decided separately. It was announced in July 2025 and confirmed by the Cabinet in December, at RM591.56 million in compensation. Nothing has been said about 2027. If you use one of those highways twice a day, December’s announcement matters more than Friday’s. Rail passes do carry on: My50 stays, and a new MyKomuter50 saves KTM Komuter users up to RM160 a month on average.

Electricity bill: the 800 kWh protection ends on 31 December unless renewed

Subsidies, aid and incentives top RM80 billion next year, about RM40 billion of it on fuel. The one with an end date sits on your electricity bill. Since September, homes in Peninsular Malaysia using up to 800 kWh a month have been spared the fuel surcharge, the retail charge and SST. The line used to be 600 kWh. It runs to 31 December 2026, and the Budget doesn’t say it continues. Between 600 and 800 kWh a month? January’s bill will tell you.

Leave: 4 Budget 2027 lines that arrive on their own

BUDI95 fuel: RM1.99 a litre, 300 litres, nothing to do

BUDI95 is RM1.99 a litre, and the monthly quota went back to 300 litres on 1 September, brought forward from Budget 2027 as “temporary relief”. Neither the price nor the quota is fixed for 2027. Unsubsidised RON95 was RM4.62 in the week from 15 October, a gap of RM2.63 a litre: on a 150-litre month, about RM395 (example; it moves weekly). In September, fewer than 1% of users reached the full quota.

SST on elderly care: down to 6% from 1 January

For most households, nothing moved. From 1 January, service tax on elderly care falls from 8% to 6%. Care fees up to RM96,000 a year at registered centres are exempt. If a parent is in care, check January’s invoice.

EPF and minimum wage: automatic at 18, more going in from June

Every Malaysian will be registered with EPF automatically at 18; the start date is still to come. At 55 and 60, i-Emas lets you take monthly payments instead of a lump sum. The minimum wage rises from RM1,700 to RM2,000 in June 2027. For a full-time worker on the minimum, that’s about RM72 more a month into EPF (example, at standard rates). Firms with annual sales under RM50 million are exempt, and no end date has been given. The exception to “leave”: e-hailing and p-hailing drivers, who get a government match of up to RM600 a year on what they put in.

School aid: RM200 per pupil for 2027, paid at school

Early Schooling Aid rises from RM150 to RM200 per pupil for the 2027 session, paid at school: a family with four children gets RM800. Form Six students get a RM2,500 living allowance. PTPTN borrowers earning RM2,500 a month or less have repayments deferred in 2027, and those earning RM2,501 to RM3,000 pay at least RM50 a month. PTPTN hasn’t said whether you must apply. Deferred isn’t forgiven; the difference has its own guide.

What the Do-Watch-Leave sort changes

Budget coverage is sorted by ministry: tax, health, transport. Your week is sorted by dates, and by whether you have to lift a finger. The Do-Watch-Leave sort swaps the first for the second.

A list of ten measures is something you read. Three piles is something you do. And RM459.84 billion is the one number in the Budget you’ll never touch, while your SARA credit is one you will.

One caveat. The Budget figures are proposals until Parliament passes them. Ministers wind up the debate from 26 October, the committee stage follows in November, and the tax changes need the Finance Bill too. The Do-Watch-Leave sort tells you which lines to re-check if anything moves.

Status of Budget 2027

Updated 21 October 2026. The figures below are proposals until Parliament passes the Supply Bill, and the tax changes also need the Finance Bill. Ministers wind up the debate from 26 to 29 October, and the committee stage runs from 2 to 26 November.

Still open: STR Phase 1 payment dates, MediAsas premiums, the 2027 toll decision and whether the 800 kWh electricity protection continues. We update this page when each one is confirmed. Source: Budget 2027 speech, Ministry of Finance.

Where to start tonight

Tonight, open bantuantunai.hasil.gov.my for yourself or for your parents, and check the details are current. Five minutes. Then make a folder on your phone called Tax 2027. One minute.

The speech took an afternoon. The parts that need you take ten minutes.
