SHAH ALAM - A routine stray animal enforcement operation in Klang has escalated into a nationwide controversy after a stray dog named Rocky died during a capture by local council officers, triggering widespread public outrage and renewed scrutiny of animal welfare enforcement.
The incident, which occurred in Taman Teluk Gedung Indah was captured on video and quickly went viral on social media. Footage showing council officers attempting to capture the dog while a woman tried to intervene sparked criticism from animal welfare groups, politicians and members of the public.

1. Public complaints and ICU incident (July 13–14, 2026)
The Klang Royal City Council (MBDK) received multiple complaints from residents about stray dogs in Jalan Sungai Sama Gagah 19B, Taman Teluk Gedung Indah. According to the council, the complaints included an incident in which a person was admitted to the Intensive Care Unit (ICU) following an attack.
2. Pre-operation briefing (Before July 29, 2026)
MBDK organised a joint enforcement operation with the local Kawasan Rukun Tetangga (KRT). The council said all 11 enforcement officers and about 50 participating residents were briefed on standard operating procedures (SOPs) and approved stray dog capture methods before the operation began.
3. The operation and Rocky's death (July 29, 2026)
Between 8.30pm and midnight, MBDK officers, KRT members and residents carried out the operation using ministry-approved loops and nets.
The council said 12 stray dogs were captured in accordance with SOPs. During the attempt to capture a 13th dog, later identified as Rocky, a woman attempted to intervene. MBDK said the ensuing struggle caused the dog to choke on the capture loop and die.
4. Video goes viral (July 30, 2026)
Videos showing the woman pleading with officers while Rocky was restrained spread rapidly across Threads, Instagram and TikTok, sparking nationwide outrage under the hashtag #JusticeForRocky.
5. Animal welfare groups condemn incident (July 31, 2026)
Persatuan Haiwan Terbiar Malaysia (SAFM) condemned the dog's handling, called for criminal action against those responsible and urged the government to reform local council animal control policies.
6. Selangor Tengku Permaisuri calls for stronger protection (Aug 1, 2026)
Her Royal Highness Tengku Permaisuri Selangor Tengku Permaisuri Norashikin, Royal Patron of Stray Free Selangor under SPCA Selangor, expressed sadness over Rocky's death and said animal cruelty was unacceptable. She also called on the Federal Government to review penalties under the Animal Welfare Act 2015.
7. Nga orders investigation (Aug 1, 2026)
Housing and Local Government Minister Nga Kor Ming directed a thorough investigation into whether MBDK officers had complied with existing SOPs, stressing that animal control must be carried out professionally and humanely.
8. Police and veterinary investigations begin (Aug 2, 2026)
Police opened an investigation under Section 428 of the Penal Code after receiving reports from MBDK and animal welfare groups. The Selangor Veterinary Services Department (DVS) also took custody of Rocky's carcass for a post-mortem under Section 29(1)(e) of the Animal Welfare Act 2015.
9. Mayor defends operation (Aug 3, 2026)
Klang Mayor Datuk Abd Hamid Hussain said the operation was carried out in response to persistent public complaints and public safety concerns, including the reported ICU case.
He said MBDK officers complied with SOPs and used only approved capture equipment. He added that the council receives about 50 stray dog complaints each month and regularly works with residents due to limited enforcement manpower.
Addressing the incident involving the woman seen in the viral videos, Abd Hamid said she later denied owning Rocky and did not possess a valid dog licence. He maintained that the fatal incident could have been avoided had officers not been obstructed while carrying out their duties.
