Tulfo seeks to declare Chinese envoy persona non grata over ‘use of force’ remark

MANILA, Philippines — Sen. Erwin Tulfo on Monday filed a resolution urging the Department of Foreign Affairs (DFA) to recommend declaring Chinese Ambassador to the Philippines Jing Quan persona non grata over his remark that China could easily win if it resorted to force.

In Proposed Senate Resolution No. 739, Tulfo expressed serious concern over Jing’s statement during the Second Diliman Dialogues in Quezon City on Oct. 15, when the Chinese envoy told reporters, “If we want to use force, we may easily win.”

Tulfo said the remark raised serious concerns about diplomatic conduct and its implications for Philippine sovereignty and national security.

"It is hereby resolved by the Senate of the Philippines, to express its serious concern over the remarks made by the Ambassador of China to the Philippines Jing Quan suggesting the potential use of force against the Philippines," Tulfo said in his proposed resolution.

He also urged the DFA "to recommend to the appropriate authorities the declaration of Ambassador Jing Quan as persona non grata, in view of the severity of his remarks and their implications for Philippine sovereignty, national dignity, and bilateral relations."
