The late Tun Daim Zainuddin, who passed away on 13th November at the age of 86, leaves behind a legacy that will be eternally revered in Malaysian history—not only for his contributions as a two-time Finance Minister but especially for his invaluable role in rescuing Lembaga Tabung Haji (TH) from the brink of collapse.

Appointed in 2018 as the Chairman of the Council of Eminent Persons (CEP), Daim stepped forward during a critical moment in the nation’s financial history, wielding his deep knowledge and unyielding commitment to steer Tabung Haji back to stability. His efforts to reform, revive, and rejuvenate one of Malaysia’s most cherished institutions will forever stand as a testament to his vision, wisdom, and leadership.

Upon his appointment, Daim was entrusted with a monumental task: to uncover and address the mismanagement and financial distress that had plagued Tabung Haji for years. The findings were staggering—a deficit of RM4 billion, which rapidly escalated to RM10 billion.

The roots of the problem lay in poor governance, questionable investments, and non-compliance with fundamental accounting standards. While others might have wavered under such overwhelming challenges, Daim faced the crisis with his characteristic tenacity and pragmatism. He ensured that the CEP meticulously analyzed the issues within Tabung Haji, and he championed the swift implementation of a restructuring and recovery plan to restore confidence among its depositors.

Daim’s leadership at the CEP was marked by strategic and thoughtful decisions, including the appointment of former Securities Commission chairman Tan Sri Mohammed Nor Md Yusof as TH’s chairman and former BIMB Holdings CEO Datuk Seri Zukri Samat as the new CEO.

These appointments were critical; they brought to Tabung Haji seasoned experts with the resolve and experience necessary to implement a transparent, accountable framework and drive much-needed reforms.

Under Daim’s guidance, the recovery plan for TH aimed to cleanse the institution’s balance sheet, restoring financial health while rebuilding the trust of the millions of Malaysian Muslims who had entrusted TH with their hajj savings.

Daim’s influence was not only about financial restructuring but also about laying the foundation for a new era of governance and oversight in Tabung Haji.

By 2020, the institution had rebounded, placing it back on the path toward sustainability. This achievement was, in every sense, a victory for the public—one that stemmed from Daim’s belief that the nation’s institutions should be managed with integrity, transparency, and responsibility.

Daim’s ability to drive such a monumental turnaround came from his unparalleled expertise and an unwavering commitment to public service. He was a master of economic strategy, as evidenced during his terms as Malaysia’s Finance Minister in the 1980s and late 1990s. He demonstrated time and again his ability to navigate the nation through turbulent economic waters.

With Tabung Haji, he approached the task not only as an economist but as a steward of a sacred trust, understanding the profound importance of restoring faith among depositors.

Today, as we bid farewell to Tun Daim, we reflect on his enduring legacy: a leader who did not merely step into roles but infused them with purpose, precision, and unshakable integrity.

His influence will be felt by generations to come, especially by the millions of Malaysians whose lives he touched through Tabung Haji’s recovery.

May his contributions be forever remembered, and may we honor his legacy by striving for the same standards of excellence and accountability he so fervently upheld.
