Of the sum, $2.35 billion is to be provided as grants to stabilize Ukraine and its economy. A further $1.04 billion is to be loaned to Kiev specifically for economic development and guaranteed by Britain and Japan.
No details were given as to when the funds will be disbursed.
Ukraine depends heavily on foreign aid as it seeks to fend off the full-scale Russian invasion, launched in February 2022.
The Ukraine Recovery Conference is being hosted by Polish Prime Minister Donald Tusk and his Ukrainian counterpart Yulia Svyrydenko.
The EU, the Group of Seven (G7) major industrialized democracies, the World Bank and other institutions, plus numerous company representatives, are taking part in the meeting in Gdańsk, Poland.
