
MANILA, Philippines — The University of the Philippines Open University (UPOU) on Saturday identified another student killed in a military encounter in Negros Occidental last week.
Maureen Keil Santuyo was killed alongside UP Diliman political science major Alyssa Alano at Barangay Salamanca, Toboso, last April 19.
Santuyo is an Associate of Arts student of UPOU and described as “a compassionate youth advocate who has committed to supporting and working with marginalized agrarian communities.”
“The University also expresses concerns over circumstances surrounding the military encounter. We call for a transparent and thorough investigation, with full accountability if human rights violations are established,” UPOU said.
“We urge sobriety in public discourse, especially in instances that promote the spread of unverified accusations and the labeling of members of the academic community without evidence,” it added.
