Kicker says Bayer are preparing a 10m offer for the French youngster.
Tobido only moved to Barca in January from Toulouse, but has failed to make a first team impression this year.
Barca are ready to do business with Bayer, but will insist on a buy-back option being included in the deal.
Watford have also been linked with Tobido.
