SEN. Mark Villar welcomed the Senate’s approval on the third and final reading of Senate Bill (SB) 1926, or the proposed Child Tourist Safety Act, also known as “Sandy’s Act.” The measure, which was approved on Sept. 14 with 18 affirmative votes, aims to strengthen safeguards for children and other tourists in vacation and leisure destinations.
Villar said the proposed law was a necessary step toward preventing tragedies like the death of 6-year-old Sandy Garovillas, who suffered a fatal allergic reaction after being stung by a jellyfish while vacationing in San Vicente, Palawan, in 2023.
“The namesake of this bill, Sandy Garovillas, is the child who unfortunately passed due to the untreated allergic reaction after being stung by a jellyfish,” Villar said.
”Sandy is only one of many nameless tourists who met their end while vacationing in spots lacking immediate medical aid and emergency response,” he added.
Under SB 1926, tourism establishments and destinations would be required to establish emergency and risk mitigation measures addressing potential hazards, including accidents, drowning, marine hazards, animal bites, abuse, exploitation and trafficking.
The measure covers tourism-related facilities, attractions and accommodations that accept minors, including hotels, resorts, water parks and surfing camps, whether accredited or not. Public beaches, natural parks, waterfalls and other non-privately owned tourist sites would fall under the responsibility of the concerned local governments.
The bill also seeks to ensure the availability of trained first-aid personnel, adequate medical equipment, access to health professionals and transportation to the nearest hospital, as well as certified lifeguards where necessary.
