image is not available KOTA KINABALU (Nov 24): Parti Warisan (Warisan) rolled out a wide-ranging manifesto for the 17th Sabah state election on Sunday, with party president Datuk Seri Mohd Shafie Apdal promising to lift Sabah “from poor to prosperous” through massive job creation, deep-sea export hubs, and a revival of state-run education and health ministries.

He said the manifesto, titled ‘Save Sabah Mission – Warisan Edition’, was built around long-term economic restructuring, including plans for a deep-sea port in Kudat, a statewide rail network, and large-scale agriculture zones that would position Sabah as an emerging export centre in the East Asean region.

“We must build an economy strong enough so our young people no longer feel they need to leave Sabah to find opportunities,” he said when unveiling the manifesto during a Warisan Mega Talk near Donggongon.

The manifesto outlines various mega-initiatives, including new hydropower dams in the east and west, an agricultural university in Lahad Datu, major food-production hubs in Kalabakan and Sipitang, as well as expanded internet access for rural and island communities.

Warisan also pledged to re-establish the state’s own Education Ministry and Health Ministry to allow Sabah to tailor school syllabi, expand vocational pathways, and build more hospitals and clinics using state funds.

Mohd Shafie said the party’s economic plan focuses on reducing dependence on imports, tackling the state’s chronic water and electricity issues, and creating a long-term ecosystem where farmers, fishermen, and rural communities become primary drivers of Sabah’s food and agro-based industries.

He added that the manifesto aims to protect Sabah’s natural assets through rebalanced land use, strict controls on logging, and the development of eco-tourism zones from Kinabatangan to Banggi.

“This is not just about winning an election. This is a mission to rebuild Sabah into a self-sufficient, advanced and prosperous state,” he said.
