
REGISTRATION for a special auction round covering 230 megawatts of thermal combustion waste-to-energy (WtE) capacity will start today, May 25, up to June 16, the Department of Energy (DOE) said over the weekend.
The auction is part of the government’s Green Energy Auction Program (GEAP), which aims to accelerate the adoption of clean power and lower electricity costs through competitive, transparent bidding.
It was launched on Dec. 2025, followed by the publishing of the supplemental terms of reference last April 28.
Thermal combustion WtE technology is a waste-treatment process that burns municipal solid waste at high temperatures with oxygen. This direct combustion converts nonrecyclable trash into steam, which is then used to spin turbines and generate electricity.
WtE facilities will reduce landfill dependency, divert residual municipal waste from disposal sites, mitigate greenhouse gas emissions from waste decomposition, promote sustainable waste management practices while recovering usable energy from nonrecyclable waste streams, and also increase the country’s overall energy capacity, the DOE said.
Pre-evaluation and pre-bid conference processes for the auction will be held from June 17 till July 24.
The auction proper will be conducted from July 27 till Aug. 13, followed by the awarding of the winning bidders on Dec. 2 to 4.
Delivery of the projects have been set for Sept. 1, 2028 to March 31, 2029.
