The Sun says West Ham are set to make an ambitious bid for Gallagher.
The 22-year-old midfielder has featured in all three of the Blues' Prem games so far this season but may struggle to keep his place when N'Golo Kante and Mateo Kovacic return from injury.
That could pave the way for the Hammers to table a £40million raid for the England star or see if the Blues will let them take him on loan for the rest of the season.
Gallagher spent last season on-loan with Crystal Palace.
