Department heads must ensure that every officer who intends to implement the work‑from‑home (WFH) policy complies with established rules and procedures, and meets the key performance indicators (KPIs) set for them.
Chief Secretary to the Government Tan Sri Shamsul Azri Abu Bakar said the move aligns with the Public Service Reform Agenda (ARPA) under Pillar 2: Human Capital Development, which emphasises productivity enhancement.
He stressed that WFH does not mean having the freedom to go shopping or rest at home
In response to economic pressures and current needs, the government, through the Cabinet, agreed on 1 April to implement the WFH policy starting 15 April. However, Shamsul said the definition of WFH should not be misunderstood.
“WFH does not mean ‘resting at home’ or ‘shopping at the mall’. It must be carried out in accordance with the prescribed rules and procedures.”
“Output and productivity must remain the same, or even improve, compared to working in the office,” he said during the Jelajah Taat Setia MADANI event at the Selangor state level, Berita Harian reported.
Shamsul Azri also stressed that civil servants must set a good example for the public by not only complying with directives, but also implementing them wisely and effectively.

In line with the Prime Minister’s call, he urged all departments to consistently practise a culture of prudence and cost‑saving.
“In the office, switch off lights and fans when not in use. Air conditioners should be set at appropriate temperatures. Meetings can be conducted online to reduce travel costs and paper usage.”
“Avoid wastefulness and refrain from purchasing luxury assets for office use unless necessary for safety or the public interest,” he said, adding that the government is also reducing official overseas visits to minimise expenses in line with current decisions.
Those working from home are required to log in via the SPOT‑Me online system every hour. WFH days are limited to Tuesdays and Thursdays and apply only to officers whose commuting distance exceeds 8km from their homes.
