The Vice City Manatees are best read as GTA VI’s parody of the Miami Dolphins, the NFL team tied to the same South Florida world that Vice City has always mocked.
The clue is in the whole package. Vice City is Rockstar’s exaggerated Miami, while the Manatees use an aquatic Florida mascot and a bright color identity that sits in the same space as the Dolphins’ real-world branding.
