Tottenham have been told they must go higher for VfL Wolfsburg defender Micky van de Ven.
TMW says Spurs have offered 30m for the Holland U21 international - which has been turned down.
VfL are prepared to sell Van de Ven for 40m this summer.
Spurs and Van de Ven's agents are also in talks over contract terms, with an initial four-year deal on the table.
Along with the Van de Ven, Spurs are also interested in Wolves defender Max Kilman and Bayer Leverkusen's Piero Hincapie.
