Even if you’re already doing 110km/h, you’re not supposed to just stay in the right lane.
According to MIROS, the right lane is primarily for overtaking. Once you’ve overtaken and it’s safe, move back left.
And if the person behind you wants to do 140km/h? Their speeding is a separate issue.
Speeding and lane hogging are two different things.
