Former Chelsea boss Avram Grant believes club owner Roman Abramovich is planning a massive spending spree this summer.
Former RB Leipzig striker Timo Werner and Hakim Ziyech, from Ajax, have arrived for big money - with more additions on their way.
Grant told Stats Perform News, "Abramovich has not had problems with money before. When he wants something, he buys it. He does not do things to save money.
"Whether they have a lot or less money, it does not matter. What I think is important is that they have started using the academy. They spent so much money on it and gave no one a chance.
"With a good signing, they can challenge Liverpool or Manchester City. (Kai) Havertz has the qualities. We'll have to wait and see."
