West Ham United have put forward an offer for Wesley Fofana from Saint-Etienne.
The centre-back, who is highly rated in Europe, is also wanted by Leicester City, according to Sky Sports.
West Ham's offer is the highest for the player, at £23 million with up to £10 million in add-ons.
Fofana is wanted by many teams, but West Ham will be hoping to quickly seal his signature.
He informed his St. Etienne boss Claude Puel of his desire to leave this window, despite signing a new deal with the club in April.
