The Egypt international spent a season on-loan with Besiktas a year ago.
Elneny was all set to sign for Galatasaray before president Burak Elmas pulled the plug due to personal terms.
Sabah says the midfielder could yet move to Turkey with Besiktas in contact.
Elneny has been demanding €1.7m in annual salary to return to Besiktas.
But his agent is said to have requested €2.5m-a-year and a four-year contract for a move to Galatasaray.
