Arsenal hold the key to Ismael Bennacer's move to AC Milan.
Empoli are prepared to sell the midfielder to Milan for a fee of 16m plus a further 1m in bonuses.
However, Sky Sport Italia says the final word is down to Arsenal.
The Gunners have a clause in the contract when they sold him to Empoli for 1m in 2017.
The option gives Arsenal the right of first refusal once Bennacer is sold, so if they match the Milan offer, then the Premier League side will have the priority.
