THE Bases Conversion and Development Authority (BCDA) and the National Commission on Indigenous Peoples (NCIP) are updating the census of residents at Sitio Sapang Kawayan in Capas, Tarlac — the proposed site of the Clark Advanced Manufacturing Park in New Clark City.
BCDA said the census will establish a more accurate database of families and residents who could be affected by the proposed development.The process includes the identification and validation of residents, surveys and documentation, a review of existing agreements, and the processing and distribution of appropriate assistance.The updated census would provide a validated community baseline to help determine appropriate support and safeguards, as preparations for the manufacturing park proceed, the BCDA said.Validating the community baseline early in the process would help ensure that affected families receive appropriate support, protection and opportunities, BCDA President and CEO Joshua Bingcang pointed out.The census update is being led by NCIP Secretary Nancy Catamco and BCDA officer in charge and Senior Vice President for the Conversion and Development Group Mark Torres.The initiative builds on BCDA’s consultations with stakeholders in Tarlac. In recent weeks, the agency has held discussions with provincial and local government officials, members of the clergy, the academe and other sectors regarding the proposed development.The consultations confirm that planning considers the socioeconomic conditions and concerns of surrounding communities alongside the project’s economic potential.The BCDA said it would continue working with the NCIP, local government units and community elders throughout project preparations.
