BOC pushes digital overhaul to speed up MSMEs trade

THE Bureau of Customs (BOC) is ramping up its digitalization drive to cut red tape, speed up cargo clearance and lower transaction costs for Filipino micro, small, and medium enterprises (MSMEs) as it pursues a major overhaul of its customs processing system.

The agency presented its digital transformation initiatives at the Asean Micro, Small, and Medium Enterprises Trusted Trade Interoperability Forum, highlighting efforts to simplify customs procedures and improve cross-border trade connectivity.

Celso Bugaoan Jr., director of the BOC’s Planning and Systems Development Service under the Management Information Systems and Technology Group, outlined several Department of Finance-BOC initiatives, including eInvoice Acceptance, Advance Digital Information, and Electronic Customs Clearance.

The digital tools are designed to streamline customs transactions, improve transparency and compliance, and enable businesses to move goods across borders more efficiently.

“The Bureau of Customs is in the midst of transforming its systems, applications, and processes toward minimizing physical interaction,” Bugaoan said.

“These enhancements aim to improve trade data connectivity and facilitate simpler, faster and more compliant cross-border trade for Filipino MSMEs,” he added.

A major component of the modernization drive is the proposed Customs Processing System (CPS), the BOC’s flagship initiative to integrate and automate customs operations through a technology-driven platform.

The proposed system aims to reduce manual processing, strengthen compliance monitoring, improve transparency and speed up processes for shipment release.

Once implemented, the CPS is expected to provide businesses with a more efficient, predictable trading environment while reinforcing revenue collection and border control. The Department of Finance is reviewing the project.

The BOC also highlighted the National Single Window, which allows trade-related documents to be submitted through a single digital entry point, facilitating information exchange among government agencies and industry stakeholders.

The BOC is among eight government agencies that have successfully onboarded and operationalized the platform.

Other digital tools supporting customs operations include the Electronic-to-Mobile System for electronic transactions; the Customer Care Portal System for client inquiries; and the Automated Routing and Monitoring System for tracking and routing documents.

The agency also uses the Alert Order Monitoring System to monitor shipment alert orders, the Electronic Tracking of Containerized Cargo System to track containerized shipments, and the ATA Carnet Monitoring System to oversee temporarily imported goods.

The BOC said these systems are intended to make customs services more accessible and efficient while reducing processing delays and unnecessary costs for businesses.

For MSMEs, faster, more transparent customs procedures would ease engagement with international trade, improve access to regional markets, and make it easier to compete in the global economy.
