Malaysia’s Form 6 students will receive an annual allowance of RM2,500 under a new government initiative announced by Prime Minister Datuk Seri Anwar Ibrahim, bringing their financial assistance in line with that received by students in the Matriculation Programme. Anwar said the initiative is expected to benefit approximately 90,000 Form 6 students nationwide. The allowance will serve as a cost-of-living support measure, helping students manage their daily expenses while pursuing their pre-university education. The announcement marks a significant development for students taking the Sijil Tinggi Persekolahan Malaysia (STPM), particularly those from lower- and middle-income households who face financial challenges in continuing their studies.
Budget 2027 Initiative to Support Form 6 Students
The RM2,500 annual allowance represents a move towards improving financial assistance for Form 6 students and strengthening fairness across Malaysia’s pre-university education pathways. By matching the allowance received by matriculation students, the government aims to provide more equitable support to students preparing for entry into higher education. The initiative is also expected to ease the financial pressure on families who must cover transportation, meals, learning materials and other education-related expenses.
For students from the B40 and M40 income groups, the additional assistance could make a meaningful difference in managing household budgets while ensuring their children can continue their education. The announcement is particularly significant as Malaysia moves to strengthen its pre-university education system through wider administrative and policy reforms.
RM2,500 Aid Could Strengthen STPM’s Position
The allowance could also help improve the perception of Form 6 as a competitive and valuable route to university. STPM remains an established qualification for students seeking admission to higher education institutions. However, differences in financial support between pre-university programmes have raised concerns about whether students receive comparable assistance regardless of their chosen pathway. The decision to provide Form 6 students with an allowance equivalent to that received by matriculation students could help address this gap.
The Federation of Peninsular Malay Students (GPMS) has previously welcomed the proposal, describing financial assistance as an important investment in students and the country's future workforce. GPMS secretary-general Wafiyuddin Musa also highlighted the importance of recognising Form 6 as a prestigious pathway to higher education rather than allowing it to be perceived as a second-choice option.
90,000 Students Nationwide Expected to Benefit
With approximately 90,000 Form 6 students expected to benefit, the initiative could provide financial relief to a substantial number of young Malaysians. At RM2,500 per student annually, the allowance represents a potential total allocation of RM225 million if all 90,000 students receive the full amount. This is a calculated estimate, not a confirmed government budget figure.
The effectiveness of the initiative will depend on its implementation, including payment arrangements and the process through which students receive the assistance. An accessible and efficient distribution system would help ensure that eligible students benefit without unnecessary administrative delays.
A Step Towards More Accessible Education
The allowance announcement comes amid efforts to restructure pre-university education, including the transfer of Form 6 administration from the Ministry of Education to the Ministry of Higher Education. Beyond providing immediate financial relief, the initiative could help students focus on their academic performance and future university plans. As Malaysia advances its education reforms, the RM2,500 annual allowance is a significant step towards reducing financial barriers and improving support for students. For thousands of Form 6 students and their families, the initiative could make continuing education more manageable while reinforcing the importance of equal opportunities across the country's pre-university pathways.
