Chelsea should be able to secure a work permit for January signing Andrey Santos in the coming weeks.
The 18-year-old is at the South American Under-20 Championship with Brazil at present.
The defensive midfielder, who signed in the winter, will be able to get a work permit.
The London Evening Standard states the club are confident that Santos will get the permit on appeal.
He missed out on getting his work permit automatically as he was one point short of the relevant criteria set out by the British government.
Santos signed from Brazilian side Vasco da Gama.
