Driver in Osmeña Highway incident surrenders

​THE truck driver involved in the Osmeña Highway road accident whose video went viral online has surrendered to authorities.

​The driver appeared during the "Talk to the People" program on Wednesday, where he faced Manila Mayor Isko Moreno.

​Moreno said that the incident was more complex than what was shown in the video, noting that earlier events preceding the accident were not visible in the footage.

​BGen. Arnold Santiago of the Manila Police District, who also appeared in the program, said that the injured woman, Ruby Ann Wacay Damil, reportedly fell from a jeepney after a dispute with the vehicle's driver.

​Police reports said that the driver of the jeepney tried to run away, fearing he would be mauled by the crowd.

​He lost control of his vehicle near an intersection on the path of a speeding truck driven by Licudino Malliones.

​Santiago said the jeepney reportedly beat the red light, and the truck had the right of way.

​Malliones said he initially did not surrender because he was unaware that his truck hit Damil. He said he consulted his employer after learning of the incident.

​The truck's owner, who also appeared during the program, pledged to shoulder Damil's medical expenses.

​The Manila city government has also extended assistance to Damil, who is being treated at the Philippine General Hospital.

​The viral video drew mixed reactions from netizens, with some saying the jeepney driver was also liable while others said Damil contributed to the mishap.

​Moreno said that the incident should be evaluated in its entirety as authorities continue their investigation.
