Kota Kinabalu: The Institution of Engineers Malaysia Sabah Branch (IEM), Association of Consulting Engineers Malaysia Sabah Branch (ACEM) and Sabah Engineers Association (SEA) jointly welcome and support the new Certificate of Completion and Compliance (CCC) system.
It was introduced in the Uniform Building Bylaw 2022, which was recently launched by Deputy Chief Minister-cum-Local Government and Housing Minister Datuk Seri Dr Joachim Gunsalam.
The new CCC system will replace the existing occupation certificate system and is expected to smoothen and accelerate the building process.
In a joint statement, the engineering associations said the CCC is a mandatory self-certified document that signifies that the building is safe and fit for occupation.

“The new CCC system introduces the principle of matrix of responsibility and provides clear control through 22 certification forms to be signed off by professionals, contractors or trade contractors responsible for their respective areas of work on the building,” they said.
They expect the new system to improve the quality of building works and enhance accountability and integrity as action can now be taken against those responsible for failures or defects in the building.
“The CCC system will reduce red tape in local government and enhance the delivery system, ensuring that buildings are well constructed and suitable for occupants to live in, with continuous responsibility by the concerned parties,” they added.
