The focus is on funding the club's new Bramley Moore Dock stadium.
Everton majority shareholder Farhad Moshiri has declared the club is not for sale, though is open to fresh investment.
Costs for the new stadium have jumped from 500m to about 760m. The stadium is expected to be completed before the 2024/25 season.
