Kota Kinabalu: Luyang Assemblyman cum DAP Sabah Chairman Datuk Phoong Jin Zhe announced that the highly-anticipated Foh Sang Multi-Storey Car Park will officially open on Jan 1.

This milestone marks a significant step forward for the Luyang community, symbolising progress and modernisation in the area.

AdvertisementPhoong, who is also State Industrial Development and Entrepreneurship Minister, provided an update on the operational plans for the facility on Sunday.

The session, jointly organised with City Hall (DBKK), drew strong participation from the local community, with nearly 100 hawkers and business owners in attendance.

He expressed gratitude for the cooperation of DBKK, hawkers and local business owners, calling it a “community-driven achievement that will benefit Foh Sang for generations to come”.

As part of the relocation plan, priority will be given to existing hawkers who will move in during the first phase.

Phoong also announced that parking will be free for the first two months following its opening. After this period, parking will be charged at RM1 per hour, a rate aimed at encouraging public use while maintaining affordability for the community.

He also said the new market will adopt a modernised management system, featuring separate zones for wet and dry markets as well as designated areas for morning and night markets.

Measures will be taken to ensure cleanliness and hygiene through regular sanitation, while police presence will be established at the site to enhance public safety.

The multi-storey car park will also be equipped with two elevators and an automated payment system to improve efficiency and accessibility for all users.

Phoong clarified that the ownership and management of the Foh Sang Multi-Storey Car Park will remain under the full control of DBKK, reaffirming that it is a public asset.

He refuted baseless rumours of privatisation, saying the facility was built for the benefit of the public and will continue to be managed by the local authority.

Phoong revealed that the next phase of the project would focus on enhancing the surrounding environment.

“This will include upgrading pedestrian walkways and creating a more elderly-friendly and walkable community.”

He said the aim is to make Foh Sang a more inclusive, liveable and accessible neighbourhood for all residents, including the elderly and those with mobility challenges.

Phoong also announced a RM1,000 relocation financial aid for each hawker.

The assistance is intended to ease the transition for hawkers and ensure minimal disruption to their livelihoods.

The announcement was met with strong applause and appreciation from those present.
