A GERMAN-PHILIPPINE aircraft maintenance joint venture and a Korean water services firm have submitted separate investment proposals recently, Bases Conversion and Development Authority (BCDA) president and CEO Joshua Bingcang told reporters on Thursday.
Lufthansa Tecknik Philippines (LTP) wants to operate a $400 million-worth aircraft maintenance, repair, and operations (MRO) facility at Clark Aviation Capital in Pampanga, Bingcang said.
“The proposal was sent to us in January 2026,“ he noted.
LTP, established as a joint venture with MacroAsia Corp. in 2000, operates at the Ninoy Aquino International Airport, specializing in base and line maintenance for Airbus and Boeing aircraft, serving global airlines and employing over 3,000 professionals.
The BCDA is allotting 15 hectares of property to the firm, Bingcang said, “with a chance that the [total] area will increase.“
LTP, which has conducted a survey and ground assessment of the area, will likely be granted a contract to operate for 25 years, with an option for extension.
“Once we conclude negotiations, construction [of the facility] will start in two to three years,“ Bingcang said.
Unsolicited proposal
Meanwhile, Korea Water Resources Corp. (K-Water) sent an unsolicited proposal for a partnership with Maynilad and BCDA to build a P15-billion water supply and waste-water management plant in New Clark City, Tarlac.
“We [have] 10 days to respond if we will accept it, and then 20 days to negotiate,“ Bingcang said.
In the proposal, a public-private partnership, K-Water will have a 40-percent stake, while Maynilad and BCDA will each have 30 percent in the operation and management of the project.
New Clark City needs a supply of 20 to 30 million liters per day, Maynilad said.
The partnership can provide 150 million liters daily, K-Water said.
The company had previously signed two contracts with BCDA for feasibility studies of comprehensive water resource plans in New Clark City, Camp John Hay, and Poro Point.
These include proposals to reduce water loss and ensure stable water supply through smart water network management, and artificial intelligence-driven water purification plants.
K-Water, founded in 1967 in South Korea, also provides urban planning for smart water cities.
Maynilad is the country’s largest private water and wastewater firm, servicing 17 cities and municipalities that comprise the West Zone of the Greater Metro Manila area.
