INCUMBENT Senators Robinhood Padilla and Alan Peter Cayetano lead the latest senatorial voting preferences for the 2028 elections, according to a Momentum Research survey.
Padilla topped the list, with 43.9 percent of the respondents saying they would vote for him if the 2028 elections were held today. Cayetano followed closely with 43.4 percent, while Sen. Raffy Tulfo ranked third with 38.2 percent.
Other sitting senators in the top 14 were Loren Legarda (31 percent), Francis Escudero (23 percent) and Jinggoy Estrada (18.3 percent).
Former senators and other potential candidates also placed among the leading names. Former senator Grace Poe received 33.7 percent, followed by former senator Manny Pacquiao with 24.2 percent, Makati City Mayor Nancy Binay with 23.6 percent and former senator Cynthia Villar with 19.1 percent.
Davao City Mayor Sebastian “Baste” Duterte ranked next with 34.8 percent, while Pasig City Mayor Vico Sotto received 32.9 percent. Davao 1st District Rep. Paolo “Pulong” Duterte got 22.4 percent and broadcaster Ben Tulfo 17.6 percent.
Former Makati City mayor Abby Binay followed with 15 percent, former senator and Education Secretary Sonny Angara got 14.6 percent, and Sen. Mark Villar 14.5 percent.
Also in the survey’s top 20 were former senator Koko Pimentel (13.5 percent), Sen. JV Ejercito (12.9 percent), Akbayan Party-list Rep. Chel Diokno (12.4 percent), former senator Bong Revilla (12.7 percent), former senator and Labor Secretary Francis Tolentino (11.4 percent), and Rep. Leila de Lima (11.4 percent).
Actor Philip Salvador registered 11.8 percent, while lawyer Jimmy Bondoc got 10.6 percent.
The survey also found that 8.2 percent of respondents were undecided about their preferred senatorial candidates, while 2.7 percent declined to answer.

The noncommissioned survey was conducted from July 13 to 16 through face-to-face interviews with 1,438 Filipino adults. It has a national margin of error of plus or minus 2.6 percentage points at a 95-percent confidence level.
