Isko on NCAP: Can’t argue with technology

MANILA Mayor Isko Moreno Domagoso on Monday announced the start of the city’s enhanced No Contact Apprehension Program, or NCAP 2.0.

“Those who are reckless on the road have no more excuse because today, we are starting to implement the no-contact apprehension program,” Domagoso said during the flag-raising ceremony at city hall.

The program was first implemented during Domagoso’s first term as mayor.

“If you remember, when I first became mayor, I implemented this no-contact apprehension program and many motorists were caught, by the hundreds of thousands,” the city mayor said.

“You cannot argue with technology. We may argue with our enforcers, but with technology, you’re caught. In the end, there is no escape,” he said.

NCAP 2.0 uses upgraded high-resolution cameras to capture images of traffic violations.

A camera capture alone does not result in a violation. NCAP personnel must first review and validate each incident before a Notice of Violation is issued.

Fines and penalties follow the Metro Manila Traffic Code of 2023, according to the city government.

Motorists who dispute a violation can file a protest online through the NCAP portal.

Valid fines may be paid online or in person at the local government unit where the violation took place.

Domagoso warned motorists, including government employees, against ignoring Notices of Violation.

“Do not ignore the notice that will arrive at your home because you will no longer be able to avoid it, and the penalty will only accumulate,” he said.

The mayor said NCAP applies to motorists regardless of their status and urged government employees to follow traffic rules.

“But I will repeat, no-contact apprehension applies to everyone, regardless of their status. So those of us in government should set an example by following traffic laws,” he said.

NCAP also became operational in Quezon City, Parañaque City, Muntinlupa City and San Juan City on Monday. Valenzuela City has deferred its implementation.

The Supreme Court recently dismissed petitions challenging NCAP ordinances in several Metro Manila cities. It said the petitions had become moot following the adoption of the Metro Manila Traffic Code of 2023 and later measures.
