
MANILA, Philippines — The enforcement of the No Contact Apprehension Policy (NCAP) began Monday, Oct. 5, back in parts of Metro Manila, with traffic cameras used to record traffic violations without stopping motorists on the road.
NCAP is being implemented in the cities of Manila, Quezon, Parañaque, Muntinlupa and San Juan. Valenzuela City has deferred its implementation.
The Supreme Court recently dismissed petitions challenging NCAP ordinances in several Metro Manila cities. It said the petitions had become moot following the adoption of the Metro Manila Traffic Code of 2023.
Under the NCAP system, traffic cameras capture images and video of violations and the vehicles involved. The captured images and video are then reviewed and validated by authorized traffic personnel before a Notice of Violation is issued.
Motorists who receive a Notice of Violation may settle or contest it under the applicable traffic rules.
