KUALA LUMPUR – A coalition of Klang-based animal welfare NGOs, independent rescuers and stray feeders has publicly distanced itself from a planned protest outside Majlis Bandaraya Diraja Klang (MBDK) on Wednesday, insisting that constructive engagement with the local authority offers the best path towards meaningful and lasting reform.
In a joint statement issued ahead of the gathering, the groups stressed that their decision not to participate should not be misconstrued as indifference towards Rocky, the dog at the centre of a case that has sparked widespread public outrage.
Instead, they reaffirmed their support for a fair, transparent and thorough investigation, while cautioning that escalating tensions through public confrontation could undermine future cooperation with the council.
The coalition said its members, who work daily on the ground caring for stray dogs across Klang, have a responsibility to preserve professional working relationships with MBDK to continue advocating for humane and practical solutions to the district's long-standing stray animal issues.
They warned that further confrontation could make future collaboration more difficult, potentially affecting ongoing programmes and discussions aimed at improving stray animal welfare.
"Our decision not to participate in the protest should not be interpreted as a lack of concern for Rocky or as acceptance of animal cruelty," the statement said.
"We continue to believe that every allegation must be properly investigated and that accountability is important."
The groups added that lasting change could only be achieved through cooperation, sustained dialogue and practical policy improvements, rather than confrontation alone.
They also expressed hope that MBDK would continue engaging NGOs, rescuers and animal welfare organisations to strengthen humane stray animal management and develop better long-term outcomes for Klang's stray dog population.
Pawtarian founder Shashi Muniandy said the coalition's decision reflects the realities faced by organisations working directly with stray animals every day.
"Justice for Rocky remains important and we fully support a transparent investigation. But our experience tells us that if we lose the ability to engage with the council, it will ultimately be the stray dogs that suffer the consequences.
"We believe maintaining dialogue with MBDK gives us the best opportunity to advocate for humane policies, improve animal management practices and create sustainable solutions that benefit both the community and the animals."
The statement comes as animal welfare advocates continue to closely monitor developments surrounding Rocky's case, which has reignited debate over the treatment of stray animals and the role of local authorities in managing them.
