Per The Mail, a bid of 35 million plus-add ons has been deemed insufficient by the Saints.
Southampton want around 50 million if they are to part with the former Manchester City youth star.
The Saints know that Lavia is highly rated, with clubs other than Liverpool also expected to put in bids.
