SINGAPORE, Oct 7 — A 32-year-old Singaporean man who allegedly killed a 73-year-old man and injured another at a Telok Blangah void deck before calling police to surrender has been charged with murder.

Gabriel Foong Shi Cheng was charged today with causing the death of Tham Nam Poh at about 6pm on Monday at the void deck of Block 57, Telok Blangah Heights, Singapore-based media organisation CNA reported.

Details of how the alleged killing took place were not disclosed at this stage of proceedings.

Foong appeared in court via video-link from his place of remand, wearing a white polo shirt and handcuffs.

Prosecutors asked for him to be remanded for three weeks at the Complex Medical Centre in Changi Prison for an assessment by the Institute of Mental Health.

The assessment will consider whether Foong was suffering from any abnormality of mind that substantially impaired his mental responsibility for any acts or omissions linked to the alleged offence.

The judge granted the prosecution's request.

Police had earlier said they received calls for assistance near Block 61, Telok Blangah Heights at about 6pm on Monday.

Officers arriving at the scene found a 73-year-old man lying motionless on the ground floor, while another man, aged 53, was injured.

Both were taken to hospital, where the older man later died.

Foong subsequently called the police to surrender and was arrested in the area.

Police said he was believed to have acted alone and that there was currently no evidence to suggest the incident was a “religiously motivated attack or an act of terror”.

Foong requested a Mandarin interpreter during today’s proceedings.

He is represented by lawyers Josephus Tan, Cory Wong and Devlin Mohyong of Invictus Law.

If convicted of murder, Foong could face the death penalty.
