New Clark City pitched as top business hub

THE Bases Conversion and Development Authority (BCDA) and the Philippine Economic Zone Authority (PEZA) on Friday said they conducted a briefing for New Clark City (NCC) as the country’s latest topnotch, mix-used hub to future locators and developers.

NCC is a 9,450-hectare property in Capas and Bamban, Tarlac, designed as a sustainable, smart, and disaster-resilient eco-tourism and mixed-use development, managed by the BCDA. It hosts the National Government Administrative Center (NGAC) and is part of the Luzon Economic Corridor (LEC).

LEC is a trilateral partnership between the Philippines, the United States, and Japan — and now includes Sweden, South Korea, among others as partners — aiming to boost logistics, clean energy, semiconductors, and supply chain investments along the Subic Bay, Clark, Manila, and Batangas corridor.

The briefing is part of the continuing collaboration through an agreement signed April 2025, combining BCDA’s expertise in master planning and infrastructure development and PEZA’s regulatory and investor acquisition and support capabilities to create a more efficient and investor-friendly ecosystem.

“As a flagship development under the Luzon Economic Corridor, New Clark City is designed to become a future-ready hub for industries, innovation, and sustainable growth. Together with PEZA, we are committed to providing investors with world-class infrastructure, efficient government support, and a competitive ecosystem for business expansion,” BCDA president and CEO Joshua Bingcang said.

“The strong partnership between PEZA and BCDA reflects our shared commitment to making the Philippines a more competitive and investment-friendly destination. With New Clark City’s strategic location within the Luzon Economic Corridor, we are opening more opportunities for global investors seeking sustainable and high-growth locations in the region,” PEZA Director General Tereso Panga said.

With direct access to major transportation networks, including the Clark International Airport, Subic Bay, and major expressways, NCC is seen to become a critical driver of economic growth and regional connectivity in Luzon.

As of December 2025, there are five PEZA-registered ecozones in Clark, hosting 24 locator companies with cumulative investments worth more than P62 billion and employing over 29,000 Filipinos.
