THE Department of Human Settlements and Urban Development (DHSUD) and the Social Housing Finance Corp. (SHFC) announced the approval of nearly P871 million in land acquisition financing that would allow more than 8,100 households to secure ownership of their dwellings, finally gaining security of tenure.
The Enhanced Community Mortgage Program (ECMP) is one of the flagship financing modalities of President Ferdinand Marcos Jr.’s Expanded Pambansang Pabahay Para sa Pilipino (Expanded 4PH) Program. It was introduced in 2025 following the appointment of DHSUD Secretary Jose Ramon Aliling to accelerate efforts to provide security of tenure to low-income families, particularly informal settler families seeking legal ownership of the land where they have built their homes.
Aliling said the program reflects the president’s commitment to making homeownership attainable for more Filipino families.
“The directive of President Ferdinand R. Marcos Jr. is clear — to make the dream of owning a home within reach of every Filipino family. Through the Expanded 4PH Program, we are providing security of tenure, restoring dignity, and ensuring that the homes families have built will finally become legally theirs,” Aliling said.
In its first year of implementation under the Expanded 4PH Program, the ECMP has approved 47 projects across the country, extending more than P870.6 million in land acquisition loans benefiting over 8,100 Filipino families. WILLIAM DEPASUPIL
As implementation gained momentum, the DHSUD and SHFC expedited the release of financial assistance to qualified homeowners’ associations.
To date, 25 organized communities have already received land acquisition assistance, directly benefiting more than 4,000 member-beneficiaries and allowing them to complete the purchase of their respective properties.
Among the latest approved projects are four homeowners’ associations in Palawan, Camarines Norte, and Isabela.
