Kota Kinabalu: Delays in the implementation of the Pan Borneo Sabah Phase 1A project cannot be blamed on any single party as it involves complex technical, administrative, and financial challenges, said Sabah Project Chief Warden Datuk Seri Salleh Said Keruak (pic).
He said it is unfair to pin full blame on the State Government when resolving the setbacks requires the cooperation of all stakeholders.
According to him, over 70 per cent of the works involve widening existing federal roads from two to four lanes, which necessitates intricate land and building acquisitions, relocation of settlements, and utility diversions.
He added that project progress has also been impeded by original design changes requiring review by Works Ministry-appointed consultants, lengthy financial approval processes by the Works and Finance Ministries, and issues surrounding variation orders.
Urging all parties to avoid a blame game, Salleh called on the Federal and State Governments, consultants, contractors, and utility companies to work closely together to expedite approvals and complete the highway for the people.
