
Drowning that night in the parking area of a shopping mall in Kuala Lumpur, Ali had to stand for an hour waiting at the JPJ counter after being blocked for violating the yellow line. His job was not only to pay the summons, but to witness a piece of paper that was not what he expected, there was no "special cut" option like he had been offered before. "I thought I was going to have to wait for the promotion, but I didn't think it was going to close," he said.
This news: starting January 1, 2026, the special campaign discount policy for traffic summonses will be discontinued and replaced with a pay-early = pay lower; late = pay higher mechanism, based on an official announcement. Before this era of change, both JPJ and PDRM used to offer summons deductions in certain campaigns. Example: JPJ from January 3 to June 30, 2025, offered a flat rate of RM150 for three types of summons notices only down from RM300 previously. So, the people are advised: if they have an outstanding suit, it's time to act immediately after that, don't expect any more big discount promotions.
For drivers like Ali and many others, the meaning is: if you're slow to act, the charges get higher and the option of "pay if you want" gets smaller. While the big discount is still offered during a certain period (Nov–Dec 2025), after that the discount door closes. A real example: an article from RTM says:
"From January 1, 2026, no more discounts will be issued to the public, including JPJ summonses and PDRM summonses." (News Portal)This means: the time to settle arrears is limited.
The new policy is also aimed at increasing a sense of fairness: many who pay on time feel "unfair" if a rebate campaign suddenly occurs and is given to those who are late. With the "pay faster, pay less" mechanism, obedient guides are rewarded more systematically. (Daily News)But there's a challenge: for those in a stressful financial situation, the loss of a large deduction incentive may add an additional burden.

The government stated that one of the main goals is to reduce the rate of road accidents, which in Malaysia reach thousands of lives every year. (Ministry of Transport Malaysia) With this measure, the causes that are often cited are: drivers do not pay the summons promptly, and enforcement is seen as inconsistent. With the new policy: fast payout = discount; Slow = higher charges = more pronounced enforcement effect. This is expected to signal that traffic violations should not be tolerated.
The new policy also mentions that this reduction method does not apply to non-compoundable offences such as driving without insurance, without a license, displaying a fake Motor Vehicle License (MFI) and so on. Policy changes require broad understanding by the community many drivers may only know about "deductible summons on promotion" and not about paying immediately for discounts. If the information does not arrive or is confused, there is a risk of non-compliance or the impression that "we are still waiting for a promotion".
While discounts are now targeted at early payments, for drivers who cannot afford to pay immediately, the burden of summons remains a source of financial stress; The deduction is less helpful if the 15-day period ends before they can raise funds.
For this policy to work, the summons issuance system, the compounding system, the monitoring and the black-list method need to work properly. If the system is slow, drivers may still face a "don't know there's a summons" or "straight up arrears" situation.
What Should Guides Do Now?
- Immediately check outstanding summonses through the official application such as MySikap, MyBayar PDRM or the official JPJ application.
- Pay as soon as possible if within 15 days, the payout rate is lower (50% reduction) depending on the type of summons.
- For non-compoundable offenses, don't wait, face proceedings or advice with the authorities.
- Take advantage of the transition period (until the end of December 2025) if you have large arrears losing a large deduction after that.
- Understand the new policy: not just a promotional campaign, but a fixed track from 2026.
- Keep your records up to date so you don't get in the way of things like license renewal, road tax, or blacklisting.
Ali stepped out of the JPJ counter, wiping cold sweat on his forehead while holding the payment receipt. He said slowly: "Maybe I'm late, and now I'm paying in full. But I think this is how I started to really understand: a lawsuit is not something that can be postponed because maybe the next 'promotion' doesn't come."

When the door has been opened to the world, it is unlikely that it will remain open if the inland foundations are fragile.
So, when the summons is no longer "there is a big discount if the promotion", then the responsibility becomes more real: Pay early, obey early. It's not just about money, it's about safety, awareness, and identity as a responsible road user in the country.
