
KOTA KINABALU: The Sabah Law Society (SLS) has launched a publication of court papers and a digital repository on Sabah’s 40 per cent constitutional entitlement.
The publication titled “MA63: Sabah’s 40pc Constitutional Entitlement – Cause Papers, High Court” compiles the cause papers from SLS’ judicial review proceedings on the 40 per cent entitlement for the financial years 1974 to 2021.
The launching ceremony was held at the Sabah International Convention Centre, here, Saturday.
“We want lawyers, researchers, students and members of the public to be able to refer to the record of the proceedings,” said SLS President Datuk Mohamed Nazim Maduarin, in a statement.
The launch was held alongside a forum on the High Court case, the judgment and the next steps.
It featured SLS legal team members Dr David Fung and Jeyan Marimuttu, and former SLS President Datuk Roger Chin moderated it.
The forum examined the litigation, the judgment and the legal issues arising from the proceedings.
The SLS MA63 Repository complements the printed volume as a digital platform where relevant legal materials can be preserved and accessed more easily.
Mohamed Nazim said the SLS’ aim is to keep the record accurate and open to all.
“We believe that Sabah’s constitutional history should be preserved accurately and made accessible so that present and future generations can read the record for themselves,” he said.
“The objective is not to reduce complex constitutional questions to slogans but to encourage informed understanding through the legal materials and the constitutional process.
“We will continue to play our institutional role in matters concerning Sabah’s constitutional rights within the law, through constitutional means, and in accordance with our responsibilities as lawyers and as a Bar institution,” he said.
The SLS commenced the proceedings in 2022. On Oct 17, 2025, the High Court allowed its judicial review application and granted, among other relief, an order requiring a review of the 40 per cent entitlement for the financial years 1974 to 2021.
The SLS said further legal processes have followed and it respects the continuing constitutional and judicial processes arising from the matter.
The Society said the forum, publication and repository form part of its ongoing work to promote understanding of constitutional and legal issues affecting Sabah through legal education, professional discourse and access to primary materials.
